big or small --- are terms used in diff diciplines. All commercial contracts are less than 1 billion. So depends on the contractors and the kind of work being contracted out, the magnitude is usually called big and small.
That might be diff in Chinese. China may not call big contracts or small contracts as such. They may call them by $ amount.
