Is this a set phrase, a well known saying?

I guess it means:

"We will judge them by their words and their actions"

"We will hear their words and watch their actions".

Any corrections/better options?

Context: an article in world affairs (世界知识) on November 16, with the last line being “(XYZ country)是我们的战略伙伴还是对手,还是那句老话:听其言,观其行“

Yes it is a common Chinese saying.  

Chinese sayings are often too concise in the use of words, but their meanings are unambiguous in context .  While the six characters mean literally "Listen to his/their words, observe his/their action", it is usually understood to mean "we'll listen to what they say, but (more importantly) it's their action that counts"; in other words, action speaks louder than words.

A " wait and see" attitude. Haha, it's concise in English too.
