Well, first, in English, the phrase "comparing apple to oranges" means comparing two things that cannot really be compared. (Other languages have similar phrases.)

"Apples-to-apples" refers to comparing two things that can be compared.

In this case, the article is saying that the two platforms are not directly equivalent (like "apples to apples") but they will try to compare them.
