A metaphor coined  by the late Deng Xiaoping, which literally means " to cross the river by feeling the stones under the feet". Later, the catch phrase became an important part of the Deng Xiaoping Theory and was hailed as an innovative thought that "embodies the principles of Marxism and reflects the reality of China's opening up society". Well, so much for the political jargons. From my "plain" perspective, the metaphor easily breaks down to something like doing a careful experiment without prior experience ( especially on societal development). In other words, it can be "empiricism", "experimentalism", "rationalism", "middle-of-the-roadism" ( not too fast, not too slow; not too lefty, not too righty).
