I wonder if "cuisine" in this context can be interpreted as food excluding the basics like "rice" and "bread"... if so, how about:

Rice is the main food for the Chinese, and cuisine is secondary.

I don't think "cuisine" is used in this way.  In most non-Chinese cuisines, rice is sometimes served as a side-dish.

这只是个习惯说法,其实主食早已不主了. 经常是在酒足饭饱后问是不是来点主食.
