On weekends King Abdullah bin Abdul Aziz al-Saud likes to retire to his Thoroughbred farm outside Riyadh and perhaps catch a horse race on satellite TV. The rest of the week, the 83-year-old Saudi ruler can scarcely catch his breath. Inside the kingdom, he's been busy crushing an internal revolt by al-Qaeda while trying to open up Saudi Arabia's conservative society. Beyond his country's borders, Abdullah has enhanced Saudi influence in the Middle East. The Custodian of the Two Holy Mosques in Mecca and Medina has worked with Iran to cool down Sunni-Shi'ite tensions in Lebanon while warning the mullahs about the risks of their nuclear ambitions. The King recently presided over an Arab summit in Riyadh that relaunched his most notable diplomatic feat: an Arab peace initiative, based on his Abdullah Plan of 2002, calling for full peace with Israel in exchange for Israel's withdrawal from the occupied territories.

Abdullah's rising diplomatic profile has been welcomed by the Bush Administration, which has pushed the Saudis to help stabilize Iraq and contain Iran. But Abdullah has been insistent on staking his independence from Washington. Abdullah recently stunned the White House with his pronouncement that the U.S. presence in Iraq is an "illegal foreign occupation." In February he mediated the Mecca Accord, which established a Palestinian national-unity government, again against Washington's wishes. "America is a friend," he said in a 2002 TIME interview. "But America cannot be the sole policeman in the world." That view is catching on in America too.

Nancy Pelosi and I have something in common in addition to having been House Speaker and grandparents.


We both occasionally allow caution to be overwhelmed by our enthusiasm for an idea, with the resultant public relations consequences. One wonders what Speaker Pelosi was thinking when she went to Damascus to meet with the Syrian dictator. When the White House asked her not to do it, she would have gained points by cooperating. Take it from one Speaker to another: too much enthusiasm has consequences.


Still, Speaker Pelosi, 67, is and will always be a historic figure. She is the first woman ever to become Speaker of the House—and she earned it. She spent years back home in California as a Democratic Party activist and fund raiser. When she won a congressional seat, she rose through the ranks of her colleagues by being a hardworking, smart and disciplined professional. No one should underestimate how much time, effort and courage went into her career.

Prior to last fall, the House Democrats had failed for six straight elections to regain control of the House—their worst losing streak since the 1920s. Pelosi and Congressman Rahm Emanuel recognized that recruiting moderate candidates was the key to ending that losing streak. Today there are 61 Democrats in districts President George W. Bush carried in 2004. To reverse their fortunes, Republicans not only have to come to grips with what they've been doing wrong. They have to come to grips with what Speaker Pelosi and the House Democrats have learned to do right.

From his very first moment in the national spotlight—his keynote speech to the Democratic National Convention in 2004—Barack Obama has attached himself to the notion of audacity. He spoke that night of the "audacity of hope," a phrase he borrowed from his minister at Trinity United Church of Christ in Chicago. He used the phrase as the title of his second book, a best seller since the nanosecond it was available for purchase. And it's certainly audacious for a U.S. Senator with a mere two years of service, of mixed-race parentage and with Hussein as his middle name, to run for President of the U.S., challenging one of his party's best-known and best-financed politicians, Hillary Clinton. The whoosh of his candidacy, in the polls and in the amounts of money raised, has been audacious as well.

But Obama's is a determinedly conservative boldness. He is a lovely speaker, yet his tone is more conversational than oratorical. He offers little in the way of red-meat rhetoric to his audiences, some of whom are surprised, and disappointed, by his persistent judiciousness. He is solid on the essentials of most issues but daring on none—he swims contentedly in the Democratic Party's mainstream, unwilling to lose any potential voters with, well, the audacity of his proposals. In mid-April, Obama, 45, gave a major speech on foreign policy and spent surprisingly little time or heat on Iraq. Instead, he talked about first principles: about alliances and the place of altruism in American policy. But that is the Senator's gamble, that in a time of rancid partisanship, after six years of a presidency dedicated to bullying its domestic adversaries and international allies, an Obama candidacy will prosper by offering the exact opposite: flagrant, thoughtful consensus seeking. Which is very audacious, indeed.

Michael Bloomberg is the best bargain money can't buy. For $1 a year, he runs the greatest city in the world in a way it's never been done before. From the ashes of 9/11, Mayor Bloomberg, 65, rebuilt New York City as only a nonpolitician could. He has cut the murder rate, banned smoking and trans fats in restaurants, centralized the public school system, created a coalition of mayors to keep illegal guns off the streets and developed an extensive plan to make the city more environmentally friendly before the end of his term. He recently said he was banning all desserts and sweets. Unfortunately for my diet, he was kidding.

One key to the mayor's success is his distaste for politics as usual. At work he sits in a trading-floor-style cubicle among dozens of his colleagues. His almost pitch-perfect reactions to the crises he has faced have set the standard for the public official as skillful manager of the 21st century. New York Daily News reporter Michael Saul, who has covered Bloomberg longer than any other Big Apple reporter, says, "He's gutsy. He's smart. He's rich. He's generous. He's loyal." And he can fly a helicopter.

But perhaps the best reason he belongs in the TIME 100 is because His Honor happens to be one of the most honorable people in or out of office. He treats women well, including his ex-wife. His 98-year-old mother Charlotte says, "He calls me every day. Who could ask for more from a son?"

The intimates of Ayatullah Ali Khamenei, the Supreme Leader of Iran, call him "the great balancer." They could as easily call him "the great hedger." The reticent cleric refuses to make peace with the West but eschews open confrontation. He obstructs democratic reform but holds the country's most hard-line radicals in check.

Despite his allegiance to the status quo, Khamenei, 67, has emerged as one of the most pivotal, if enigmatic, leaders in the Middle East. The Iranian constitution vests the Supreme Leader with divine right to rule. His willingness to negotiate about Iran's nuclear program will determine whether his country's dispute with the U.S. and its allies is resolved peacefully or through military confrontation. Though Khamenei is thought to be more pragmatic than Iran's elected President, Mahmoud Ahmadinejad, he has also cast nuclear power as an issue of national pride. What remains to be seen is whether "the balancer" will be willing to bargain away Iran's nuclear prerogatives, and at what price.

It was never going to be easy to follow a man like Karol Wojtyla, a "Technicolor" Pope, with his unmatched skills as a preacher and an actor. Everyone thought that when Joseph Ratzinger, 80, became Pope, the crowds in St. Peter's Square would greatly diminish and the mass interest in the papacy would disappear. But just the opposite has happened. And therein lies the enigma of Pope Benedict XVI: Why are the faithful (and others) drawn to an intellectual who concedes nothing to the show, who says difficult things (like his September speech about faith and violence in Regensburg, which touched off anger among Muslims), who doesn't bargain with the Gospel? What makes people rush to this fragile man who speaks softly and politely without moving his hands, without ever acting? Evidently, there is a sort of secret attraction, as if many can sense the fascination of the sacred through the witness of Benedict's thoughts and his modest and humble life. After the Slavic sentiment arrives German seriousness—different charismas that confirm that the Catholic Church knows how to make room for every kind of temperament, letting the human qualities of such different men shine through.

In 1989 Angela Merkel was working as a researcher in physics at the Institute for Physical Chemistry, East German Academy of Sciences in East Berlin. She had never participated in political activity. Then the Berlin Wall fell, and shortly afterward, Merkel joined the Christian Democratic Union of East Germany. By 2000 she had been elected chairperson of the Christian Democratic Union of a unified Germany. In 2005 she became Chancellor.


Merkel's leadership style is the art of accomplishing great goals through the accumulation of nuance. Thoughtful but tenacious, she moves toward her goals with inward assurance. In foreign policy she has balanced Germany's close relations with the U.S. and the necessity of cooperation with Russia. In the rotating office of the European Union presidency, she has given a new impetus to European integration. If gradualism becomes too pervasive, she will run the risk of stagnation. But I think that Merkel, 52, will push reform to the point of inevitability, softening her determination by unobtrusiveness and an aura of competence. If that happens, Merkel will have become a German equivalent of Britain's Lady Margaret Thatcher—different in style yet comparable in results.
