The Mandarins are selected from the "educated best" of society!
It's pretty similar to British or Amerikan system + a lot of internal politicking!
and they are accountable to the people!

*sigh* - Tell me, who is the Chinese Communist Party accountable to? If it turned out that Wen Jiaobao was as crooked as they come, how would anyone find out? Would the People's Daily ever dig for dirt on Party leaders? Do you think that a Watergate style expose like what the WaPo did on Nixon could ever happen in the PRC? You're dreaming, m8.

Do you think CCTV would ever cover a cash-for peerages-type scandal in China like the BBC did here in the UK? Fat chance. Get real.

May I mention trains

In the 1980s in the UK the terrible Mrs Thatcher decided that trains were nasty and that we should all buy cars

so she sent many of the UK freight locomotives to China (actually I think she swapped them for deals on Chinese coal)

and those locomotives are still running around in China

while the UK's roads are jammed up and falling to bits

and its railways congested and passengers crammed in like cattle

The Chinese government apparently made a wise move then

and even now still recognises that trains are good
"We know it's weakness, but the weakness is so strong!"
