I don't think somking-banning can be carried out.
Just as you mentioned in your post, 35.8% of Chinese smoke, this is quite a big percentage. It means almost every 4 in 10 smoke. As far as I know, most of the one who smokes are heavy smokers(In my opinion, one packet a day or more). Take myself for example, even if  I have the thought to smoke lessor I am banned at some public places, I still can't help smoke more where I am free of smoking. So on average, it is still one packet for me in a day. What' more, giving up smoking for most of the smokers is really an impossilbe job, even they all know smoking does do great harm to health.
I also think that raise in taxes on cigarrets can not result in less smokers. You see, there is a popular saying among smokers that people who smoke 20 yuan per pack cigarret never buy the cigarret themselves. On the other hand, people who smoke less expensive cigarret do not care what they smoke, what they do care is smoke itself not the price or quality of cigarret.
As a smoker, I also hate smoking, I tried  several times to give up smoking but failed. I wonder who on earth invented smoking that makes people around the world indulge in this bad habit......
