OK, I'll try to be clearer. (Sorry, clearwater. )

ramp up your business solutions
→ accelerate the implementation of the business solutions; increase; bring them "up to speed" (functioning or producing at an expected, acceptable, or competitive level)

Essentially, the article is saying: you can implement the "solutions" faster without a large IT infrastructure ("footprint") in your own company. (The "solutions" are whatever solutions SaaS delivers.)

my 2 cents:-)

ramp 本意有 slope(斜坡)的含义,例如立交桥向上的车道?
ramp up 就是提高,增加到某个水平(更高的) ,或者数量
eg: ramp up efforts to do something.加大努力
   ramp up security 提高安全防范

That is exactly the right way to think about it, hly! I was going to try to explain it to clearwater but you did a far better job (in Chinese) than I could!

If you see "ramp up," it conveys just that same idea as a car accelerating and getting up to speed with other cars on the freeway. There's really no more meaning to it than that idea.

It's a little bit of a "business jargon" term.
