cut down (on)(v.i. phr.v.) I smoke too much. I need to cut down. I need to cut down on the smoking.
   (also with this meaning: cut back (on))
cut down (transitive phrasal verb, separable) I cut down a tree. I cut it down.
   (also, chop down)
cut (v.t.) They managed to cut the birthrate in half.
   (also, reduce, lower)

The meanings are distinct.

I almost agree.

"cut something down" could mean "reduce" all the same:-)

cut down phrasal verb
1reduce        to reduce the amount of something
cut something ↔ down       
Installing double-glazing will cut down the noise from traffic.
cut down on       
By getting the design right, you can cut down on accidents.
