In this context, it is worth nothing that it should be "pour/throw cold water on something", not "on somebody".

"Rain of someone's parade"

is the more common English term that has similar meaning to it.

Or you can say (something) is like a bucket of cold water.

For example:

The news of our friend's death came like a bucket of cold water.
