i think using the wipers is part of the standard on-road language of drivers, if there is one. i have also heard drivers talking to each other with their car horns.

拦车行乞: i don't want to translate the phrase word for word. the author doesn't really mean 拦车. the four-character phrase refers to a trick... now i have got a general picture of it (still waiting for details).

got it!  take 拦车行乞 as a single word: come to the middle of streets at red lights and demand money from car drivers and passengers before the lights turn green.
