So... you have identified two problems. That's the first step.
The second step is to imagine how you want this to be reversed, and make a plan.
The third step is to carry out this plan.
Problem #1: New babies are born all the time, so if pretty women leave, their genes will nevertheless stay (because their genes are present in many people) and the beauty will remain intact. So this isn't a problem, and never was, partly because only a fraction of the beauties leave (together with the not so beautiful).
However, if we want to make sure the beauties stay, then we have the same problem as in Problem #2. The top intelligence will stay if they feel they are reasonably free to express themselves and work in their Motherland, and if their compensation is reasonable. They don't have to be compensated as much as in the West, because being at home is also attractive to people.
That leaves us with no choice but to continue the economic reforms, even if this means that the poor will be left behind for many years to come. And the freedoms must be increased gradually as well.
If a Chinese man or woman is having a decent income and a good job, if the economy is going well, if there is investment in the country, and if he/she can participate in the debate, speaking out his mind on things that he/she feels are important (like the 3 gorges dam, local environment, pandas, the Taiwan issue, whatever), why would he/she leave China? He/she wouldn't.
