It is quite easy: tax cigarettes heavily (some 500% or so). It is done in many European countries. You can't get a pack of cigarettes in Scandinavia for under 30 yuan (equivalent).

Although I hate taxes, I think it is quite motivated here. And the state gets money it can use to clean up the mess caused by cigarettes.

The problem, of course, is that it will increase smuggling, and have other criminal spin-offs.

Smoking...

wert123:

There are really two levels to the addiction to smoking.  Those who just consider it a bad and expensive (in the West) habit, and those who worry about their health.  Others don't wish to breath in the 'second-hand' smoke and risk their own health.

My father smoked for about 35 years before he quit.  He quit because he loved to play golf, and started to have difficulty breathing after short walks or periods of exertion.  Ten years later, half of his left lung was removed as a result of the cancer he had developed.  He was told they had removed it all.  One year after this operation, the cancer had spread to his chest, leg bones and he had developed a brain tumor.  He died withing months.

I say tell and show smokers the truth.  A lucky few will not get cancer.  Some others will die from other causes.  The vast majority will develop some form of cancer from the tobacco.  If they have enough money for the medical procedures, they may be able to extend their life a few more years.

The bottom line is that it is a choice, and everyone has the right to pollute their own bodies.  But others do not have an obligation for supporting or caring for those that want to take such a great risk.

The problem with taxing tobacco is that it just makes the State into a drug dealer. Sure it is the drug dealer with the largest cut, but this is no different than having to pay the mafia for the right to sell something like cocaine in their territory.

In America I believe that many state and local governments have become addicted to the tax revenue they get from tobacco. Worse yet, so too have the educational organizations that are funded by tobacco money. There is not any encouragement for the State or even groups like “Truth” to put and real end to tobacco use. The State will loose all kinds of Tax revenue from this, and the people at “Truth” will all loose their jobs if a strong reduction of tobacco use was ever made.

Tobacco is a highly addictive and dangerous drug. The sale of it should be outlawed.
