[转贴]环境恶化严重制约我经济 21世纪垃圾包围城市?

  资源短缺、环境恶化和人口增加,已成为制约我国经济社会发展的最大瓶颈。但有一组数据却让人看了更加痛心:
  由于国内资源不能满足经济发展的需要,除大量进口原生资源外,近几年我国每年还要花近百亿美元进口2000多万吨各类再生资源,而另一方面我国再生资源利用率却远远低于发达国家,每年大约有价值900亿元的家电、塑料、纸张、建筑垃圾等废旧物资没有得到充分回收利用,被当作“垃圾”白白丢弃。  
  万千垃圾场包围城市
  目前,我国回收行业的经营已放开,再生资源回收企业由过去国有物资回收企业一统天下,演变为多种所有制并存。大批流动人口加入到这个投入少、技术含量低的行业,其中绝大多数居民废旧生活资料由一些个体经营户和走街串巷的个人收购、经营,废品市场也大都是一些非正规经营的“黑窝点”。
  回收市场出现经营网点无序化的局面,既给城市环境综合治理带来难题,也导致大量回收效益较低的再生资源流失。
  资料显示,目前我国环境污染已十分严重,尤其固体废弃物堆存量已达70多亿吨,占用土地5亿平方米,从卫星上看,我国大中城市已被成千上万个垃圾填埋场包围,对土壤、地下水、大气造成的现实和潜在污染相当严重。
  此外,据业内人士测算,目前我国可回收利用的再生资源价值约3000亿元。可事实上除废钢铁的回收率较高外,废塑料的回收率为25%,废橡胶的回收率为32%,废纸的回收率为35%,废玻璃的回收率只有13%……
  垃圾是“放错地方的资源”
  我国人均资源已非常匮乏,再加上再生资源回收率低,势必导致从国外进口大量的原生资源。近年来,我国石油和大宗原料进口迅速膨胀,一些重要矿产资源的对外依存度已高达50%以上。
  而据有关专家分析,随着社会经济的发展,现代废弃物品数量越来越多,而原生资源逐渐减少,如世界已探明的铜的经济可利用储量为3.4亿吨,而我国未来20年铜的缺口为6000万吨。如果世界其他地区也照此速度消费,20年后全球将无铜可采。
  有人说,垃圾是“放错地方的资源”,我国的现状尤其如此。因此,面对资源短缺和环境污染,再生资源对经济发展的推动作用日益凸显:
  利用再生资源进行生产,是缓解资源短缺的有效途径。中国再生资源回收利用协会会长管爱国给记者算了一笔账:回收1吨废钢铁,可炼钢约0.8吨,节约铁矿石2吨至3吨,节约焦炭1吨;回收利用1吨废纸,相当于木浆造纸节约纯碱40公斤,节电512度,节水47立方米。
  “三位一体”阻挡财富流失
  为了阻挡巨大财富的白白流失,商务部提出形成以城市社区回收站点为基础,集散市场为核心,点面结合,加工利用为目的的三位一体的再生资源回收网络体系的设想。
  商务部商业改革司副司长门晓伟向记者描绘了再生资源回收体系的几个关键环节:
  社区和非居民区回收网络。负责回收居民以及企事业单位交售的再生资源。实行统一标识,对目前“散兵游勇”式的走街串巷回收进行引导和规范。
  生产性废旧金属回收网络。由于生产性废旧金属与社会的公共设施安全密切相关,采取由有一定规模、经营规范的废旧金属回收企业负责回收。
  再生资源集散市场。市场应与居民区相对隔离,且便于运输,同时具有储存、集散、初级加工、交易、信息收集发布等功能。
  目前,商务部已在全国24个试点城市选取600个社区回收网络试点,集散市场试点5个,生产性废旧金属回收市场试点10个,并力争在5年内,在试点城市建成较为完善的回收体系,并且使再生资源主要品种回收率达到80%。

i think it is hard to balance  between developing economy and protecting environment  for  china or other developing countries.it is absolutely disaster if ignored that problem.but it is fortunate that the govenment and more and more people begin to realize the serious of the problem.i feel confident that the sky will be blue ,the water will be clean in the future.

i think the biggest problem of solving the pollution is the union of all people in the country and even in the
world. But in fact, the majority of Chinese have no  consciousness of correcting their wrong actions and
improving the  condition of evironment. For example, in our university, everyday, students will use plenty of one-off dishware. if all of us are  in answer to the policy of protecting evironment, it will  surely reduce the
use of lignum resource and the contaminated to the evironment. So it is essential to take action from
ourselves and conquer this battle all together.

About the garbage classification,i am shameful to say that i am the one of person that can not clearly classify the garbage.what is the recycle;what is not?i have no idea about these knowledges.i remember i had not gotten any information when i was a child.

i think if we want to improve the environment-protect consciousness,we should infuse these concepts into the next generation when they are children.

Recycle - papers, containers, bottles, cardboards, glasses,plastics,etc....

Reuse - Bottles, 2nd page of new paper, water for plants-toilets,Ores (iron,aluminium,copper,etc)etc...

Reduce - Electricity, oil, fertilisers,etc......

Ten percent less sunlight hits the mainland.

Compared to fifty years ago.

I wonder what percentage of coal-sourced electricity is wasted on open business doors that allow heating and cooling to escape? Enormous!!!! LEGISLATE CLOSED DOORS ON PLAZAS AND BUSINESSES!!!

Why, if Chinese people love their own country so much, do they simply drop their garbage at their feet? How disgusting to live in one's own garbage.
