the little book says "a1, a2, and a3".

the original comments by ptb:

At present, the university comprises 17 schools and 6 departments, covering such diverse fields as science, technology, liberal arts, law, economy, management, philosophy, foreign languages and education.

a comma is needed: it should be "foreign languages, and education." don't you agree

agree. in this quote, "foreign languages and education" can be interpreted as foreign languages and foreign education (although i have little idea what foreign education is meant to be here).

the "little book" asks to use commas to separate all the elements in the list.

let's say we have four guests: paul chen, john wu and his son mike, and cathy lin, which can be enumerated as paul chen, john  wu, mike wu(,) and cathy lin.

do we need the comma before the last name? certainly we do. the reason? john and mike can be father and son.

now we consider a list of three mutually exclusive elements {a, b, c} where b consists of two parts b1 and b2. we will have a number of different ways to call these elements:

(1) a, b1, b2 and c  (paul, john, mike and cathy)
(2) a, b1, b2, and c  (paul, john, mike, and cathy)
(3) a, b1 and b2 and c  (paul, john and mike and cathy)
(4) a, b1 and b2, and c  (paul, john and mike, and cathy)

suppose that this is a tour group. then which way you would like the guests be enumerated?
(1) and (3) are confusing.  (2) is okay. but (4) is the best because it is capable of giving the maximum information in the same simple form. expression (4) also shows how to use "and" to join two items and to join more than two items.

similarly, "red, white, and blue" is correct, where the second comma (after white) is needed to indicate that white as a color is independent of blue. the use of "and" to enumerate a list of three or more elements is different from that to join two related sentences into one. when two sentences are joined by the conjuction "and", no comma is needed. however, when more than two sentences are joined, commas would be needed in the same way as it has been described above for joining words. that is, subsentence1, subsentence2, and subsentence3.

I will tell you once more that 'red, white, and blue' is WRONG!!! The rule you quoted probably means 'except the last' item BEFORE 'and'.  It would make no sense for them to be telling us no ...

What I quoted are exactly the rule itself and the examples by the author in The Elements of Style, which, it seems to me, has been regarded as a biblical reference for English writers ever since its publication in the 1910s.

Save the exclamation marks. Show us whatever rule you are abiding by.
