Why does "off-the-cuff" mean "without preparation" or "即兴" in chinese?

off-the-cuff

instinctively, automatically, immediately (Babylon English-English Dictionary)

quickly, without thinking. Example: Off the cuff, I'd say there are 75 applicants. That's my guess. (ENGLISH IDIOMS 2.EDITION)
