It's true, I can testify to as much, but the real problem was that the Japanese invaded in the first place.  This weakened the KMT to the point where it was defeated by the CCP.  Besides, the KMT was incredibly corrupt at the time, so let's not pass judgment on "would be"s and "could have been"s.
