note, the original chinese sentence is flawed. the correct one should read like this:

因过分强调“知难行易”而忽略“知难行难”, 认为没有必要在行动之前多做思考
it is a proven-experience that careful preparations would help turn a difficult job into a rather easy one. however, this imperical rule can be misused by pretending that all one needs is to recognize the difficulty without the good preparation work before getting started.

知难行易: good preparations can help turn a job perceived as difficult into a rather smooth one.
知难行难: prepare well and proceed with caution with a full awareness of the difficulties lying ahead.
