note, he was talking about a column in a table

so, increase at a rate of 14% has to be rearranged with the common part  (e.g., "rates of increase") placed in the column title and the variable part "14%" in a column entry.

if it is about absolute numbers, just take "increases" as the column title of the table. it is understood.

please note the plural form of the words rates and increases used.
