Iused have, but the spelling check feature in the computer tole me it should be has.  (This is a wrong sentence right?)

Staff is a used as a collective noun here.

In British English, the following sentence is perfectly correct:

The staff in this shop are very helpful.

Both are correct.

It depends on whether you are referring to the staff collectively or to the individual staff.

If you are referring to the staff as a group, you say the staff *have* ....

If you are referring to the individual staff, then it is *has*.

The same goes for the word "police".
