'Those saying globalization is equally good and bad '

this sentence here use 'equally' but not 'equal'.Can i think of that  using the adverb form expresses extent ,while using adjective form just describes 'good and bad'?

I think "equally" here means "also"

Analyze a simpler, similar sentence.

Those who say -> He says (subject, verb)

globalisation -> this ball (object)

good and bad -> red and green (adjective)

So the simple sentence is: He says this ball is red and green.

One of the questions that then might be asked about the ball is "How much red, and how much green?"

So we can then add: He says this ball is equally red and green.

We see then that "equally red and green" is just like extending "pink" to "dark pink".

"Equally" in the original sentence is just part ot the adjectival phrase "equally good and bad".

I don't know if this helps you! I hope so!

the use of adverb

In my opinion, the use of equally here means in an equal manner
equally is an adverb and equal is an adjective. adverbs define adjectives.
Take these sentences as examples
I happily accept the task.
I strongly object animal testing.
Strongly in the sentence means in a strong manner, while happily in the sentence means in a happy manner.
Hope this helps ^_^...
