What does it mean in Chinese?

A guess.

Normally the word "principal" would refer to the person in charge of a school.
Based on your other recent questions, I would guess that P.E. would mean Plant Engineering Principal, meaning the person in charge of the plant engineering.

JFYR: It's hard to think an engineer is not a professional one.

engineer = one who is trained or professionally engaged in a branch of engineering.
工程师受过某一工程分支职业训练的人----------AHD

P.E., Principal

P.E. should mean Professional Engineer, although most often people would use P. Eng.

Principal here means he is the owner of the company.

I prefer Plant Engineering.

Thank you all and I prefer Pokikiko's first guess: plant engineering, 似乎相当于国内的负责设备管理的人。And I also agree with Sinatra's post, I think R.E. (Regisitered Engineer) is more widely used in the U.S.A.
