I agree with Laoxianggg's version. I'm not familiar with the system in mainland China nor in HongKong, but vice-chancellor and president of a university are basically the same concept. The only difference is: you call that person vice-chancellor in the UK and other Commonwealth countries while president in the US.
The vice-chancellor/president of a university works as the chief exectuvie of the uni and he/she is usually appointed by the university's board. They don't have to be academic
In contrast, the chancellor of a uni is simply a renowned person acting as a figurehead.  
By the way, you may notice that when media talk about corporate leaders' income or for that matter, vice-chancellors/presidents are always in the same category with other chief executives.

导致对英国大学体制和职称误解的原因之一,是Vice-Chancellor一词中的
Vice常被通译为“副”,但实际上在这里的意思是其拉丁文的原义,既“代表某人执行”。英国各大学往往会邀请社会名人,包括国王或皇室人员、著名政治家、文化界人士等,担任Chancellor。这一职位主要是象征性的,没有管理学校日常工作的责任。他们可以一人兼任几个大学的Chancellor,应当译为“名誉校长”。而Vice-Chancellor是代表Chancellor的最高执政官,也就是“校长”。香港、台湾、新加坡均采用以上译法。
