"in between" = "middle ground"

This is a way of saying there is no middle ground. A way of trying to make something seem one way, or another way, but not a third way, even though there may in fact be a third way. Often said by those who have strong feelings for one of the two sides under discussion.
Here are some examples.

Either you are for abortion, or you are against, there is no in-between.
You like chili peppers or you don't, there is no in-between.
You are either with us or against us, there is no in-between.

could also mean "intermediary agencies"

i.e. The government will authorize some agencies for in between services for those who wish to register in this industrial development park.
