The sentence structure determines which usage. Think of  "suffer from" as a question, the rest of the sentence as the answer. Using the word "suffer" is a description or feeling. (experience, endure, tolerate, to feel pain, loss, etc.) A few examples...

"I will not suffer another word of hate from you"

"I must stay in bed because I suffer from the flu"

"I shall not suffer fools gladly"

"He suffers from delusions of grandeur"

"The tourism of the city will suffer if we do not clean up the streets"

"She suffers when he walks by and does not acknowledge her"

"The people in this country suffer from a lack of good eating habits"

"The people in this country suffer because they do not eat healthy foods" (different way of saying the same as above.)
