Let's not compare Hong Kong with Singapore. Hong Kong is Hong Kong.|
There is no doubt that the Hong Kong rich have a hand in this turmoil and are totally guilty. That's why going forward for the Hong Kong super rich, they should collectively come out with USD500 billion for the correction and this should be a public fund administered jointly by Hong Kong and Mainland. This is essential as the "one country" must be upheld first before the "two systems" can have its place.
For China, they clearly need to reverse this Hong Kong mentality and at the same time think of the implications that will influence US behavior and the psychology of its neighbors.
To start with, Hong Kong must fly only the China flag domestically and globally. This is a message to tell all in this world that Hong Kong is part of China. The SAR flag should not cross its border at all. Hong Kong is never registered as an independent nation so its flag must stay inside Hong Kong. Flying the SAR flag outside Hong Kong is treason in fact. The SAR flag's place is at the same level as other provinces' flags in China. Cathay Pacific should bear only the Chinese flag on all its planes and uniforms, same for each and every Hong Kong registered airline or airplanes. In shipping all ships and uniforms should bear only the Chinese flag. In sporting events the same applies. All international documents have to bear the national flag where flag emblem is required.
If not where is the "one country"? The "two systems" doesn't mean Hong Kong is independent thus there is no legal criteria for Hong Kong not to use the China flag internationally. There can only be one flag if it is only one country, one nation. Any "two systems" in this world is for domestic administration purposes only and this is not an independent choice to the exclusion of any federal government.
Setting all the legal perspectives right in Hong Kong is the first step to do in shaping mindsets. When all the legal perspectives are right then just follow the legal mechanism. However in law, one must be conscious to have the sophistication to lead the public and social expectations, which is shaping their mindsets continuously. Bear in mind that law is dependent on human application and thus can be applied in a stupid manner or a smart manner.
As often said, China needs to be sophisticated and pro-efficient in legal undertakings. It needs to lead the world in this respect - which means the ability to fight and win in Anglo courts eventually (the widest platform in the world for now) on normal days. China's internal legal mechanism needs credentials and sophistication and be seen and believed to be of high quality that can protect humanity. It is important for Chinese courts and legal environment to reach the same parity as that of the Anglo courts and if possible to scale even higher. Instilling this confidence into China's own citizens is a necessity and from here this philosophy should be shared with China's immediate neighbors in particular Russia, the Mekong Community, Central Asians and East Asians. Don't underestimate the influence of the legal process in the international arena, it can build enduring long term relationships because people want to live in a world which they know can be reasonably fair to them. Once China becomes a globally acknowledged legal environment its legal decisions can become reference points and influence legal systems in other territories. For example the Mekong Community, assuming their education level has reached parity, the people's social lifestyle either approximates or can accommodate one another and they are willing to adopt similar court mechanisms, then they can have this pursuit whereby a court decision in one territory can be referenced to in another. This will greatly enhance cross border businesses and professionalism. The meeting of minds is also stronger. Further away China can then work with Germany and France to harmonize a larger common legal mechanism. Use the legal system and financial system to unify people and overcome the divisive forces of race and religion.
