currently Huawei is relying heavily on taiwan TSMC for manufacturing.
China SMIC foundry is trying to catch up but still behind.

Huawei ultimately has to involve in its chip mnaufacturing, this way it control things.
Relying on Taiwan TSMC is like a ticking time bomb;  One day, it will exploded and faltered.

Maybe Huawei should team up with SMIC to develope the chip manufacturing process.

It's getting harder to tap Moore's Law; others are looking at neural chips and hybrids.

It's also not necessary to have the smallest high-performance chips to run IoT for manufacturing where miniaturization is not a big concern.

And taiwan's semiconductor industry had started with a few pioneers plus heavy public sector funding, later role specialization by splitting design separate from fabrication.

China has massive talent, funds and markets. She can have dozens of tsmc-type players.

Coming in later and thus learning from experiences of others so that with the above points as well, China has all the advantages to create her own breakthrough semiconductor industry even if it will take some time to build and establish a complete chip ecosystem.

Perhaps the process to do so can also be accelerated by a new global project:

Start an online platform to canvas for global crowd-sharing of ideas to build that chip ecosystem - from design to fabrication and application; pay contributors in bitcoins and equity under a precise reward and maintenance framework but subject to external verification to weed out scammers and intruders; the design tools can be posted online.

Some designers are already retired but still mentally agile; others may want to see a better world where technology can be made cheaper and more widely affordable; some may not want to relocate to any specific place to work; others may want to participate part-time.  There are many permutations which can be worked out.

Now is the time to think outside the box as well.

After all, one must note all that Trump has been doing to China has been taken out of Hilary Clinton's election playbook so that whether republican or democrat, the US anti-China hawks have already left their nests and want to continue waging all sorts of conflicts against China just because they cannot accept China's reasoning system and economic model are different from theirs.

Therefore China must be able to design and make her own chips and not depend on foreign suppliers under the thumbs of their political masters. Once they know that, they will realize they will lose China's markets to other friendlier countries, and so weaken their own suppliers' ability to evolve technologically.

Ingenuity, performance, speed, execution, will, funding, applications, markets and long-term visions are the key factors.

Very good suggestion overall.

China has done that with IoT and AI. Besides, the manufacturing side of the chip industry is a lot of investment, and equipment can go outdated after a short while due to Moore's law and the fast pace of advancement.

SMIC still a small player with yearly revenue of only $3bilion, it cannot handle all Huawei's volume.
Huawei has to prepare one day TSMC may not supplying manufacturing due to US pressure.
It has to get involved into chip manufacturing like samsung. And be a full blown semiconductor company too, selling all its designed and manufactured chips.
Huawei is a big player with $100billion yearly revenue. It can form a fab and license from SMIC and have SMIC engineers step walk its own engineers in chip manufacturing.
Maybe Huawei can also morph into big fundamental science player like a Applied Material, KLA Tencor, ASML in develope semiconductor material/equipments. That would be the ideal situation,.
That way it can fully control its own destiny.
