Happens all over China, in my residential estate too!  Fortunately, our sweepers clean up the mess after them.  I don't mind they take away plastic bottles, but they also take away filthy discarded pillows to recycle the cotton inside, that is a health problem for those who unknowingly buy pillows made from such recycled waste!!

Apart from punishment hopefully there good educative measures being disseminated to teach people to adopt this practice.

Shows that you don't quite understand Chinese mentality.  If education works, there won't be so many breaking traffic rules resulting in serious injuries and even deaths, people smoking in No Smoking public places, littering and spitting in public , people throwing killer litter off their highrise apartments, etc etc!

You are either new to China or living in an ivory tower cut off from the masses!  It's not as if education is lacking, far from it, education can be seen everyday both on national and local TVs and on public transport and buildings, exhorting the locals to behave in a socially responsible manner but they seem to have fallen on deaf ears!  What is badly needed is not more education, but more harsh penalties strictly enforced!
