Harsh punishment plays a vital role in regulating people's behavior. Singapore is a potent case in point, which claims to be developed, but still needs canes to keep the citizens on the straight and narrow. That's pretty much the same in Europe, though the authorities there usually opt to hit people in the pocket for behaviors like littering, fly tipping, noise abatement violations, and so on...
Believe it or not, it's true.

TC MITS (The Common Man In The Street) has his/her own opinions, just as we do. If he/she is talking about etiquette and common manners, he/she would be quite correct. If you talk to scholars, they may very well have a different opinion. Yours is a difficult question. GDP alone does not measure whether or not a country is developed or developing. There are many, many factors involved, and no one man is qualified enough to give the final answer.

With the amount of mouth to feed, many can say China is still developing. Unable to produce enough food for itself. Creativity and innovation needs to be world class also to become developed country.
