This vexing question has occupied the minds of many, from the politicians to the academics, to the ordinary folks, both in China and abroad!  The  answer depends on who you talk to; Chinese officials insist that China is a developing country as its per capita GDP is too low to qualify for developed country status, and they point to the huge swathe of underdeveloped parts of China as further proof!  Politicians and academics in the West look at it differently; they want China to be upgraded to developed country status so that it be denied special privileges under WTO rules given to developing countries.  Ask the Chinese men in the street why their compatriots behave in anti social, uncivilised manners like littering, spitting, helping their kids to urinate and defecate on pavements, driiving through red-lights, smoking in No Smoking places, failing to give way to pedestrians at zebra crossings, climbing up cherry trees in the park and shaking them violently, etc etc, their stock reply is, " Oh, but China is a developing country"!   So there you have it, there is no definitive answer as to whether China is a developing country. The answer is up in the air, make you pick!

Western politicians and academics always point to the gleaming skyscrapers in Shanghai, Guangzhou, Beijing etc as proof that China is a developed country, and therefore should no longer enjoy privileges for developing countries under WTO rules!  They conveniently ignore the fact that millions of Chinese still live below the poverty line!

China is both developed and developing. Technologically, the argument tends toward being a developed country. Developing countries don't put men into space, build space stations, have world-class home-grown astronomical observatories, build their own aircraft carriers, or put landers on the moon.

Socially ... now that's a whole new kettle of fish, right there. Socially, China is definitely "developing", and I don't think too many would argue with that. Well ... one would, but all he ever does is insult other posters anyway.

So you agree with the Chinese man in the street who excuses his compatriots for bad behavior by claiming China is a developing country?

Curiously, Chinese politicians don't see it that way; they prefer the per capita GDP yardstick, which qualifies China as a developing country!  Call it selective argument, if you like!
