Some propose the erection of barriers between the drivers and passengers; that is not addressing the root cause of the problem, which is violent passengers attacking drivers!  On the contrary such measures acknowlege the poblem but not fix it!
These offenders must be severely punished with long jail terms, as a deterrent.  The Chinese have a saying, slaughter chickens to frighten away monkeys; but they don't practice what they preach!!

The Chinese authorities have very weird and simplistic ways of dealing with offenders and law brea ...

I think the ideology of  "中庸”  and harmony is deep inside in Chinese ..
So every time things happened which triggered much attention from the public and the government have to do something about it ..
Then here it comes .. These meausres and actions can't solve the probelm as you said.. they just don't want people to get involved into this so they can make everything looks like ok -

Back to that old 'face saving' problem;  they must do something to save face but not really address the issue.
