China is indeed run by technocrats — engineers and economists — who know what works and at what cost. But the West is run by politicians — lawyers and more lawyers — who don’t know what works and don’t care about costs.

Thus, Chinese technocrats know what is technically feasible and economically viable while Western politicians only care about what is popularly desirable.
