I think that it is China who seems to believe that those less developed countries are fools.

"Diamer-Bhasha dam project in Pakistan for example. Even if one of China's closest ally (especially towards India's influence), Pakistan cancelled China's funding for that project whey they concluded that China didn't want to fund the dam, it wanted to own it."

Inaccurate information.
This project is not included in the list of energy projects under the China-Pakistan Economic Corridor and the two sides have not even started talks of the development plan.

And what a bad loser; the US is now threatening to pull funds from the UN!

Despite all the good it (and especially it's grassroot sub-organizations) have done, UN as a high level organization is a dying entity.

The security council with their veto rights (blame China, blame Russia and blame USA) is a laughing stock for the rest of the world.

It may have been a working model in post WW2 world, where you had clear winners and losers from the wars. But world is not so simple anymore.

China, in practice, is the biggest supporter of bilateral international relations instead of multilateral forums like UN.

Never said it was. Regardless of what framework the funding was or was not going to be under, China offered that funding but the conditions (China buying the dam instead of just building it) were not acceptable to the Pakistani government.

Two sides of the same coin.

Not exactly the same; US decision to recognise Jerusalem as Israel's capital is against international law and previous UN Resolution on Jerusalem.  China's seat at the UN is legal, being recognised as such by even rich nations which don't need Chinese money, and many African and Asian nations that voted for China were not promised money in return; you are not being fair! China in those days was too poor to offer bribes!   You should see the joy and jubilation when China was voted in, it was most spontaneous, certainly not the result of any bribe! There was genuine desire all round to have China take over the seat at the UN!

Incorrect. Both countries have not even conducted any exchanges on possible development plan of the dam.
Media outlets have either falsified information or merely represented a certain official's stance in reports on a China-Pakistan project(Pakistan news site tribune.com.pk reported it first time on November 15, 2017).

The UN, for all its shortcomings, is still the most important multilateral platform for nations to come together and discuss and map out plans for the world; so much has been done by the UN, such as peacekeeping in war torn nations which no single nation want to, or is able to, undertake.   And China, contrary to what you claimed, is the largest contributor to UN peacekeeping!
