Plastic bags are not recycled because they're too dirty to be worth it. They are incinerated before going into landfill. Plastic bottles made of PET, PVC, etc. are recycled because they're easy to clean before being pulverized into pellets.

By the way, plastic bags are banned in certain cities in California when I was living there. And the reason is that they're NOT recyclable.

China has a HUGE recycling industry: construction materials recycled/reused for asphalt concrete; scrap metals, aluminum cans, plastic bottles, paper packaging, cardboard boxes, rubber tires, wood chips, etc. are all recycled/reused. The reason is the much lower cost of recycled materials, even with the labor and energy costs of the recycling industries. For example, to produce synthetic plastic from chemicals would require 10x more energy than pulverizing used plastic in recycling plants. Same is true for metals, aluminum, etc. By the way, did you know that asphalt concrete used for roads are mostly made up of recycled materials?

Private donations in the form of used clothing, furniture, toys, appliances, etc. for social welfare is needed in China. But that's not under "recycling" but welfare industries.

Then I have no idea why the plastic bags (clean ones) are collected by poor residents, directly from the bins, and recycled at least as far as the local recycling centre. I fail to understand why this would be done, if they were not recyclable.

It's possible that they try to reuse them but the cleaning costs won't be worth the plastic bags.
