You're talking about old dumb robots not the new smart robots called collaborative robots or co-robots.

That author has a very poor grasp of the robotics industry and does not even know much about the emerging trend of next-generation smart robots called "collaborative robots" which is expected to replace the old-generation dumb robots. The electro-mechanical components used for making physical robots are the easiest to reverse-engineer and manufacture in China. The hard part is the "brains" of the robot which is based on a Computer Science field called AI for Artificial Intelligence. The old-generation dumb robots are becoming obsolete due to the advent of smart robots.

An example of an AI robot is the one mentioned in the thread which uses machine learning in the form of DNNs (Deep Neural Nets) to produce an inference engine for medical diagnosis, all of which is implemented in software.
