In the long run jobs should be where they are most efficient. There's no point in maintaining inefficient businesses. In many cases (like providing perishable foods and services) local jobs are most efficient (imagine delivering hot food over hundreds of miles!). Each country or region should produce what it is most efficient at producing.

No, American jobs are lost to automation and hitech and American workers are not trained for new era jobs. They just need a scapegoat, and China is just a convenient pick for that!  Many Chibese jobs are lost to automation too, but the Chinese don't go round looking for a scapegoat!
