How about enforcing the minimum age laws and crack down severely on vendors who sell to minors.  Get ...

Canada did just that.
The police even send in underage people to try and buy ciggs, a few vendors been caught and are fined, and/or  they loose the right to sell the poison.

And also, we have seen less and less smoking on TV and movies.
Smoking is also banned in restaurants/bars/hospitals...etc

Still have a way to go....

15% of Canadians report smoking tobacco, lowest rate ever: survey. Federal survey finds 9% of respondents have tried an e-cigarette, with the number jumping to 20% of young people aged 15 to 24. A national survey has found that the smoking rate among Canadians is at an all-time low, at 15 per cent of the population.Feb 3, 2015

Wrong. Numerous studies show that it does. For example: https://www.ncbi.nlm.nih.gov/pmc/article ...

Your first link was to a 2011 study which found that smoking was reduced in only 4% of the subpopulations studied. To give you a better perspective, if 100,000 was the number of people involved in the study, higher prices would only cause 4000 of them to quit, based on increased price alone. That is an even lower number than quitting using NRT's, and NRT's themselves are seen to be an ineffective method of quitting smoking, with a successful quit rate of only 15-25%.

Your second link does not prove anything. It shows that there is an increased "intent to quit", and they can "reduce interest" in taking up smoking. They do not deter current smokers.

Canada has some of the strictest anti-smoking laws (outside of an outright ban) in the world. Teens are always going to be able to find someone to buy their cigarettes for them, whether it be an older sibling, or friend, or even somebody off the street. Where there's a will, there's a way.
