This has to do with habit. Often seen people staying on ground floors climbed into their homes if they were locked out. This could lead to acceptance that a fall does no harm but probably few scratches that heal in no time.
Same with drivers. In rural China, one gets driver licence by just paying for it. Most drivers drive cars as if they were walking. No room for maneuverability and time to react appropriately. To most of them, it is the victim that must hold full responsibility.
Carelessness override caution.
Further, most buildings in China have approval without followup inspection after completion. Sometimes, physical structure does not comply with drawings but with a dinner things got solved or dissolved!

I don't think punishing them will make a difference, but its clear some are not fit to be parents
if you want something in life get off your backside, and do it yourself!! don't rely on others to do it for you

"Video footage of the aftermath taken by bystanders shows the parents crying hysterically while holding their children's bodies."  That's despicable, morbid and serves no purpose.

The guilt of losing two children in a tragic mishap will be with these parents a lifetime, particularly the father who obviously didn't have a lick of common sense.  The circumstances behind the fall aren't entirely clear other than the father was holding the children.  Charge the parents with negligence?  Depends on what clearly happened.
