No it won't help.
To improve soccer, as most western countries do, soccer must be played from at least middle school (all schools) with proper facilities, with weekend competitions between schools, in different age groups. Family members can attend the games to encourage their children when playing. If you don't compete from a young age, China can forget about winning a world cup ever.
Another option if the school competitions is not feasible for one or other reason, is for these clubs who spend all the money on foreign players/coaches, to start invest in the youngsters and start club competitions, the same as you would do in school competitions.
Human lives mean nothing when the western warmongers see a bigger gain through war

You have to start from ground zero, from the school playground. The emphasis should be on team work rather than individual Skill. Children given to selfish traits should be Kept out from the school team. They will thus  learn not to be selfish and play like a team. Training  in football, as in other sports, is for character building, rather than in winning medals.

What a load of rubbish soccer is classed as a third rate game in Australia, it has to be played in the summer as it cannot compeat with Aussie Rules and Rugby League yet Australia is currently Asian champions and nobody cares in Australia.
Australia is playing cricket in the summer and soccer is still failing
