What China ought to do is to reflect how it can design its elderly care mechanism. How to inculcate natural family obligation to care for the old with social support from local council and provinces. This is an important part of humanity. Most parents spend tonnes of effort and wealth (for those who have) to care for their children. It is only morally right that these children do their part when their parents turn old. Don't make this into a money orientated obligation. It should come from within the human. This human cycle if properly nurtured will make China a complete country with humanity. So parents stealing other children identities to get their undocumented child educated these stories arnt real when I personally know of three cases that happened to my friends in china.

In the early 90s of last century, there were big number of undocumented children as the family planning policy, and the situation was more serious in rural areas. But in the late 90s, nearly all these children were documented, I believe nowadays the government has already completely solved the problem.
