As I understand it CCP reaffirmed the territory of China when they came to power after the civil war after various territory was liberated from the Japanese at the end of WWII. The fact that there was a change of governments does not cancel existing territorial claims. But even after China reaffirmed their territory there was no response from the Philippines to dispute the Chinese claims to the S. China Sea for decades.

There is an interesting link from the Chinese Embassy in the Philippines which states China's case. I am not sure if it will get through so will try and post separately.
