only when we are facing urgency,can we use that method to learn english.say,an american spy goes to china to send important message,we should check the secret password to identify with each other,then,we can use that method.for students,never use that method to learn english.it will pull down you.

It's weird to pronounce, kinda pidgin English.
How about make a reverse, use English words similar to Chinese word sounds.

What I think China should concentrate on is to 1. Change Mandarin to the Pinyin alphabet - teach ALL ...

Shows you don't know what pinyin is; it is nothing more than the sound of Chinese words, it is meaningless; it helps you to pronounce but don't tell you the meaning of the word.  You got to go back to the Chinese character for the meaning.  Chinese children should NOT be learning pinyin alone, but Must always learn the characters!  And certainly foreigners would not learn any Chinese just by pinyin alone.

The title of your thread is wrong; you have confused pinyin with transliteration, ie making the sound of English words using the letters in pinyin.
Pinyin was invented to help pronunciation of Chinese words, not to help pronunciation of English words.  That's why it sounds so weird when used to say 'welcome'!
