Yes only betwen 0900 to 1500 then after 1800 to 0500

I support this new policy, giving them money to pay for their rides is the best way to relief the overcrowding situation at peak hours.

Why not they built China to a first world country

They are doing so Dusty. It took the west hundreds of years to lay the legislative and legal frame works we now enjoy.  Social law and so on takes long periods and at present it's not as much of a priority as say trying to get 9 or so agencies responsible for food manufacturing standards to work together or amalgamated.  We went through the same stuff but a long time ago, mostly about 100-50 years ago give or take a few decades.

Agree but the law was enforced consistently in countries like Australia unlike Asian countries

In some of these comments I can see the callousness of youth. The elders shouldn't take buses during peak hours because you might have to give up your seat? What if those elders are headed to the hospital - either for their own medical concerns or to take care of a friend or relative? Or, heaven forbid, they have to head out early to take care of their grandchild so their kids can go to work?
The journey IS the destination!
