Its a blessing that the MSCI does not include the A shares frankly.

China should use this window to do more. For example the Shenzhen Exchange should look to foreign exchanges with significant MSCI exposure to acquire. One or two will do. then promote the linkage. Money will come. The way Chinese do business, its good that A shares aren't listed in the MSCI for this may not be the best structure. Another share category can be created just like H Shares. Not that Chinese businesses are substandard but China really needs time to hone quality management ideology first before doing whatever to attract foreign investment funds. Chinese need time to fine tune your own method of business management as you do have good philosophy. In a way this is "Branding". So take the time to research, hone your skills and improve first. Don't just simply import foreign management culture - its not as excellent as they make out to be. By growing the value, the selling price will be higher later. Meanwhile it is good to have corporations in China building up value domestically while expanding via foreign subsidiaries that are listed in the MSCI via foreign bourses. Some of these subsidiaries in foreign land can become intermediate holding companies of certain Chinese subsidiaries. Of course these bourses must offer Yuan denominated instruments. This way Chinese corporations can bide time to build domestic value while still am able to enjoy MSCI status.

With or without MSCI, Chinese A share will go better and better.
Many international rules not good or not suitable for China, because these rules maker only make rules being benifit to themselves.
