Many have the mentality that rules are made to be broken.

The Germans -- like the Japanese -- think that rules of order are made to be obeyed to the point of perfection.
The Chinese think that rules are made to serve their ruler so they make their own rules.
This Chinese mentality comes from the 2,000-year feudal tradition of the Emperor making the rules to serve himself not the People. So the People make their own rules unless forced to obey the rules of the ruler.
The only exception are the Confucian Scholar-Officials who are duty-bound to follow the Laws of Heaven governing the Celestial Empire not merely obey the rules of the Emperor.
The modern equivalent of the Confucian Scholar-Officials are the members of the CPC who are duty-bound to uphold Marxism-Leninism-Maoism as the founding principles of Socialist China which was founded to serve the People not the Emperor.

Yes, I agree. But I wish to stress that the Germans are not blind believers in laws and rules; they accept them only when they understand them. If they disagree with them the laws or rules need changing.

I think the Germans -- like the Japanese -- follow the rules because they prefer order to chaos. They respect and defer to authority much more than the Americans and excels in endeavors that require personal discipline and social cohesion.
