I actually read a research article talking about how Chinese language and the way the Chinese learn it is a massive hinderance on their creativity and their educational issues are rooted more in their language than in government policy. I can understand both the article and you point very well.

It's already where I am
'Cause I'm already there

In China every kid is taught to be honest whatever family it is, including rich and poor families. Dishonesty is always considered to be a bad habit.

Actually as Ted pointed out on the first page, cheating is seen as being clever in China.
Given the amount of profit to be made through cheating in China and poor regulation, it is seen as the best way to go.

I have had students tell me that they tried to be honest but because their honesty got them poor marks, in the eyes of teachers and parents they were not 'trying hard enough' for good scores.

I have been told to change a students mark because the parent was not happy.
When I said the student did not merit or deserve a higher score because they did not do the work, I was the one 'at fault', not the lazy student.
Wealthy parents can buy whatever they want, so they can buy a false mark and because the local teachers/staff, not the FT's, are responsible for the score, corruption and dishonesty continues.
If adults condone and facilitate cheating, children are not going to learn anything different.

It is not a single thing happened somewhere, but a quite common thing in China. That's horrible.

maybe we just don't know what's going on in 'somewhere' ..
