If the children are "under age" then by definition they are too young and there must be a law to define that age limit when they become "old enough". So what is the age limit before a child can work and what are the limitations on the nature of the work and hours? Once you know the answer to that it is possible to make a judgement on the wisdom of child labour.

Since China is communist, it is self-evident that Communist China does not deliver on its promises,  ...

Since when did being communist/capitalist/socialist or whatever determine whether a government delivers on it's promises? In my experience the worst liars are those lie to get elected rather than those whose election can only be secured by extravagant promises.

Chinese parents generally seem to take education very seriously, far more so than they do in the UK for example. But poverty does have a way of changing one's perspective when you need to put food on the table.

Why cant their parents work for these companies for 2,000 rmb instead of their under age kids? the p ...

Child labour is traditionally cheaper than adult labour especially in low skilled jobs. There might well be financial pressures on the companies involved rather than aspects of profiteering.
