China is aimed at building world-class universities and will become a country boasted with some world's highly ranked academic institutions by the middle of this century, according to the project released by the State Council. The key economic shift from “Made in China” to “Created by China” hinges on having world-class universities and prompts China’s latest intentional and pragmatic step in using higher education to serve its economic interests. Does China need world-class universities? If yes, what should China do to build world-class universities? What do you think are the obstacles of establishing world-class universities in China?

If China succeeds they will be the first nation to have a world-class university.
None exist in the west.
If capitalism promotes innovation and creativity then why aren't scientists and artists the richest people in a capitalist nation?

Hard to define "world class", unless it's possible to compare all universities in the world. And then the academic achievements of each and what good have they done to society and the world. A wrong perspective and misguided approach in education will in the end bring unfathomable damage and catastrophe to the world, no matter what EXCELLENCE has been achieved.  Examples: World Wars, abuse of scientific inventions(Japanese and American Military Imperialism), Nuclear bombs, misuse and abuse of drugs, chemicals, dangerous agents, spiritual decadence of civilization, etc.

Future universities must be in step with the times, offering the best scientific know-how and the necessary environment for creativity and innovation. Nothing can be achieved much if there is lack of funds. Hence it will need top class dollars to set the ball rolling and get as many top class teachers and academicians as possible, locally and from abroad. Obsolete departments should be abandoned or maybe even not considered in the first place.

Gather information from society and use the data to best serve its needs. An Ivory Tower is useless and wasteful of funds. Sciences and Humanities should be given equal attention because in a rapidly changing world, without the proper policies and guidelines that enhance a country's stature, follies and mistakes could easily be repeated, to the detriment once again of our planet.

The characteristics that distinguish a world-class university have been elusive. As Philip Altba ...

"Average income" can easily top $1,000,000 in the foreseeable future, according to those figures. Already, students are finding ways to resolve their debt load, which will further increase year by year.

NO.

The Capitalist West can have their so-called "world-class" universities for the Rich, Elite or Powerful.

Socialist China needs People's Universities to serve the people of China by teaching its students how to serve the people.
