Profits from the SOE's must be returned to society. Education, training, industrial development.

Chinese society is modelled after Confucian ethics. Moral values are placed in the highest regard. Loyalty to state and society is valued highly. If rural students are likely to be more loyal, don't they deserve more resources and aid?

Point to note is .... can the curriculum content in rural areas be bolstered so these students can better cope with the challenges in the city education?

Is this different than the fact that major universities in cities such as Shanghai and Beijing have lower standards for applicants from those cities?
